Woe betide the electric car. Outpaced by their petrol-powered cousins in the 1900s, saddled with heavy and potentially dangerous batteries in the 1970s and crushed in the name of the Almighty Dollar in the 1990s, it’s been a rough road from there to here.
And now, on the dawn of a new age where electric cars seem poised to take their rightful place alongside gasoline cars, the electricity companies are about to throw a wrench into the works. If you live in California and intend to buy a plug-in hybrid Toyota Prius or Chevrolet Volt or an all-electric Nissan Leaf, you could be in for a...shock.
If the energy giants have their way, the Chevy Cobalt, which would have to rate on my list as one of the least desirable cars built by GM, is more economical to own or operate than any of the above. The reason?
Essentially, The California government has approved its energy providers to impose higher rates on customers who exceed, “typical household levels” of energy use all in the name of conservation. So if, for example, you spend eight hours a night recharging your electric car, you’ll find yourself classed as one of these excess customers.
Wham, bam, the electricity companies charge you more than Mr. Joe Public next door who drives a Toyota Sienna and still has to pay for the good oil. And contrary to what you may of heard, it doesn’t matter if you recharge your car at night when the rates are lower; you’re still gonna take a hit to your hip pocket.
And it’s not like the California legislature is rushing to correct this oversight.
Wally Tyner, the James and Lois Ackerman Professor of Agricultural Economics, said that to make the Volt more economical than the Prius or the Cobalt, oil prices would have rise to between $171 and $254 per barrel, depending on which electricity pricing system is being used. Californians for example, pay an average of 14.42 cents per kilowatt hour, which is about 35 percent higher than the national average.
"People who view the Volt as green will pay $10,000 more over the lifetime of the car because it's green," Tyner said. "Most consumers will look at the numbers and won't pay that."
So until you’ve taken a pen and paper and worked out the real cost of owning an EV in California, maybe keep that Geo Metro for a while longer.

It's not very often that we come across European tuners doing their thing on good ol' American muscle - and for a very good reason as there are more chances of seeing a snow storm in Florida...in the summer than a Chevrolet Camaro in Europe. That said, Schmidt Revolution's tuning proposal certainly piqued our curiosity.
The German tuning house's tuning program concerns the Camaro SS with the 6.2-liter V8 engine. The addition of a compressor kit from Speed Box (€8,999 or US$12,300) along with a BORLA stainless steel exhaust system (€999 or US$1,370 without the tail pipes) pushes output to 625-horses.
Schmidt Revolution tune continues with H&R coilovers (€1,272 or US$1,740) and stabilizer (€530 or US$725), while the Camaro rides on 22-inch alloy wheels in tires sized 265/30 R22 up front and 295/25 R22 at the back (€3,399 or US$4,650). The program can be complemented by a matte black body finish priced at €3,500 or US$4,800.

You wouldn’t let a novice with less than sixty hours experience operate a two tonne piece of heavy machinery unsupervised, would you? “Of course not!” you reply, not realizing that many of us do at least once a week. Ask yourself this: what do you think you’re doing if you let your teenage offspring borrow your car?
Okay, so maybe that’s a bit reactionary. You probably think I’m one of these people who want to ban everyone under the age of 30 from driving. That’s not true, mostly because I’m twenty-three and was a teenage driver. I’ve had more than my fair share of stupid, naive accidents behind the wheel and I feel comforted that I, unlike a few less fortunate friends, have made it into my twenties
Why, you ask? Because the sad fact is, teenagers are more than four times likely to have an accident than adults, accounting for more than 3,000 automobile fatalities a year in the U.S. It’s so bad, in fact, that’s it’s considered one of the leading causes of death among 15- to 19-year-olds. No wonder so many parents feel powerless in protecting their kids on the road.
There is a few rays of hope, however. American Family, an insurance company based in Wisconsin, has been offering its Teen Safe Driver Program since 2007. The program involves fitting a DriverCam camera behind a car’s windshield, which looks both forward and aft so it can monitor the teen driver and the road outside.
The program pays for the cameras, installation and a monthly service fee, and enrolled families receive a discount on their auto insurance. In the event of aggressive driving – such as swerving suddenly or slamming on the brakes – the cameras record 20 seconds of footage that parents can then see on DriveCam’s website. And it would appear to work – American Family reports that it reduces risky driving by up to seventy percent.
The idea is that the cameras will encourage kids to stay on the straight and narrow, and as a learning tool where parents can teach their kids driving skills and correct poor driving behavior. And there’s more.
The Tiwi is a vehicle-integrated tracking device that monitors a vehicle’s location and speed, the posted speed limit and the driver’s seat belt usage. It then gives audible coaching to tell the driver to slow down. Ford is also implementing parental controls that can limit the top speed of its vehicles to 80 mph and reduce the maximum volume the radio can be set at.
One thing’s for sure, we all better get used to electronic oversight in our vehicles. By 2013, the National Highway Traffic and Safety Administration will be mandating the installation of aircraft-style black boxes that record vital vehicle data before, during and after an accident. Regardless of what you think about invasion of privacy and consumer rights, you have to agree: if it genuinely saves lives and reduces accidents, it’s probably a good thing.

Hyundai continues its juggernaut-like growth breaking one record after the other. In 2010, the South Korean carmaker not only replaced Toyota as Europe’s best-selling Asian brand and passed the 500,000 sales mark in the US for the first time since entering the market in 1986, but the company also posted record sales and impressive profits.
Not including affiliate Kia Motor's results, Hyundai alone recorded global sales of 3,612,487 units (domestic plants: 1,730,682, overseas plants: 1,881,805) in 2010, which represents a 16.3 percent increase from a year earlier.
Sales revenue rose 15.4 percent to 36.8 trillion won (US$ 33 billion) from a year earlier thanks to the introduction of new cars and an improved product mix, while operating profit also soared 44.4% to 3.2 trillion won (US$2.8 billion). Net profit increased 77.8 percent to 5.3 trillion won (US$4.8 billion).
South Korea's largest automaker has set even higher goals for 2011, stating that it plans to "reinforce its internal competitiveness" and achieve a global sales target of 3.9 million units.

The Chevrolet Volt is currently available for sale only in a few states across the U.S., the reason being that GM was initially cautious and wanted to probe customer interest first. It turns out customers like the plug-in hybrid / extended range model (take your pick) more than anticipated, so Chevrolet today announced that it’s fast-tracking the national roll-out to match customer interest.
“We’re accelerating our launch plan to have Volts in all participating Chevrolet dealerships in every single state in the union by the end of this year”, said Rick Scheidt, U.S. vice president, Chevrolet Marketing. “This is the right thing to do for our customers and our dealers who are seeing increased traffic onto their showroom floors”.
According to Chevrolet, nationwide orders through participating dealers will be a reality by the second quarter of the year, while deliveries in all 50 states are expected to be well under way during the fourth quarter, six months sooner than originally planned.
Currently, the Volt is available in the Washington D.C. area, California, New York, Connecticut, New Jersey and Texas. Michigan deliveries are set to begin this spring, with 11 more states to be added to the list in the third quarter.

Previously on Carscoop, we’ve seen Pontiac Fieros turned into “Fierarris”, Toyota Soarers adorned with Mercedes-Benzes off cuts and some others too hideous to even mention. For the most part, it’s a case of turning a boring, mainstream car into something that resembles a high-priced exotic if you’re squinting through grease paper with the sun in your eyes and have lost a lot of blood.
What you rarely see is something exotic transformed into something that some people would call mundane. That’d just be silly. Never to be one to shy away from a challenge, the Russians have done just that: taken a Jag and turned it into a GAZ.
Originally this car was a 1993 Jaguar XJ40 with an automatic transmission and a 3.2 L V6. Its exterior has been adorned with the grille, head- and taillights, unique side vents and boot emblem from a ‘70s Volga. It’s not quite in the same league as the BMW 6-series derived Volga V8 Roadster or the Porsche Cayenne-based “Lenin-mobile”, but it’s still an impressive transformation.
No awkward shutlines, no weird overhangs: it just goes to show, when it comes to customization, the Russians know their craft. Maybe the results aren’t always attractive or tasteful, but they’ve got the engineering and mechanical side down pat.
To understand why this was done, you need to understand what the GAZ M21 Volga or GAZ-21 means to Russia. Over there, it’s as ubiquitous and well liked as the Mini, Checker cab or Citroen 2CV are in their respective nations. So it’s no surprise that Volga owners shower a lot of care and attention on their cars.
Working-class Americans used to aspire to own Cadillacs. Working-class poms used to aspire to own Rovers. And in Russia, working-class Russians aspired to own a GAZ. It’s that simple. Check out our gallery and let us know your view in the comments section below.

We've received several e-mails tipping us off on a new limited edition version of the Fiat Abarth 500 Essesse dressed in the Gulf racing livery, which will reportedly be offered exclusively in Luxembourg in a limited run of 10 cars priced at €25,000 (plus VAT) a piece. While we appreciate all tips sent in, that doesn't mean we aren't going to -or at least try our best to- perform a background check and either confirm or debunk a story.
In this case, we didn't find a press announcement, but that doesn't necessarily mean the story is not true. However, the picture that has been floating around on several websites has definitely been doctored, and we say this not only because the colors are off, but mainly because we found the original image. Hoax or not, we must say that the 500 Abarth looks awesomely cool in those traditional racing colors.
*Update 1: Un point to the folks at Auto55 for sending in the official press release from Fiat Belgium (added after the jump) confirming the Gulf model - but not the photo, as we've already proved.
*Update 2: The guys from Autofan e-mailed the press photo in its original compression. Apparently, Fiat mastered the photoshoped image...

One of the most memorable movies quotes of all time is from the 1994 comedy-drama Forrest Gump, in which Tom Hanks’ character said: “Life was like a box of chocolates. You never know what you're gonna get”. Fast-forward to today, and eBay seems to be the proverbial box of chocolates with some truly sweet surprises, like this VW Beetle-based 1973 Air Force project car, named Talon.
According to plaques bolted to the dashboard and driver door, the fiberglass Talon was built by cadets at the United States Air Force Academy over a 5-month period, between January and June 1973. Other than that, there’s no information about the purpose of this car and the seller got nowhere after an investigation of his own. He claims to have called an aviation museum, researched the names of the cadets on Facebook and posted pictures on multiple Volkswagen websites, but to no avail.
The Talon was once motivated by a variant of the Beetle’s flat-four gasoline engine (the owner doesn’t know which one exactly), mated to a manual gearbox. Currently, the powerplant doesn’t run and, judging by the pictures, the chassis is also in a pretty poor condition. Luckily, the fiberglass body aged well and the potential buyer will surely find enough Beetle parts to be able to restore this oddball creation.
The current bid at eBay stands at just US $1,300, making the Talon an offer worth considering. We know it’s a long-shot, but if anyone can offer us some information on this seemingly one-off project car, we would be much obliged.
